LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS
The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026.
This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.
The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:
- Only an eApostille will be issued for submission to Apostille Contracting Parties.
- No Paper Apostille will be issued for PSA eCertificates and CHED eCAVs intended for submission to both Apostille Contracting or Non-Contracting Parties.
- Only an Authentication Certificate will be issued for submission to on-Contracting Parties to the Apostille Convention.
The authenticity of issued eApostilles and Authentication Certificates may be verified through the following electronic registries:
