PHILIPPINE EMBASSY WELCOMES KDIS-DAP INTERNATIONAL SHUTTLE COURSE ON DIGITAL TRANSFORMATION DELEGATES

04 September 2025, Seoul – The Philippine Embassy in Seoul, led by Chargé d’Affaires, a.i. Edwin Gil Q. Mendoza, welcomed Former Senator Francis Tolentino, local chief executives and national government officials participating in the International Shuttle Course (ISC) on Digital Transformation in the Public Sector program of the Development Academy of the Philippines (DAP) and Korea Development Institute School of Public Policy and Management (KDIS) on 02 September 2025. During their visit, the delegation were given a brief overview by Embassy officials of the relations between the Philippines and the Republic of Korea.  In his remarks, CDA a.i. Mendoza acknowledged the important role of local government units in strengthening engagement with other countries. “Diplomacy begins where our people live, in our towns, cities and provinces. It begins with our local government officials who build the trust and confidence of citizens every single day. In several cases, domestic policy informs foreign policy,” he said. Third Secretary and Vice Consul Reisha Olavario presented an overview of PH-ROK relations covering key aspects of bilateral relations and shared ROK’s best practices in digital transformation that may be applied by local government units in the Philippines. Former Senator Tolentino, Mission Leader of DAP-ISC, reaffirmed the outstanding relations between the Philippines and the Republic of Korea. During his term as the Vice Chairman of the Senate Committee on Foreign Relations, Senator Tolentino provided instrumental support for the bilateral free trade agreement and defense procurement projects between both nations. As the proponent of the DAP Adaptive Governance and Innovation for Local Executives (AGILE) Program, the former Senator encouraged the delegates to continue working for a better and connected Philippines. Professor Hai-young Yun, Assistant Dean of External Relations of KDIS expressed appreciation for the support extended by the Embassy to its programs, stressing the important role the latter plays in helping delegates gain a deeper understanding of the multi-faceted relations between the Philippines and the ROK. The Philippine Embassy in Seoul continues to emphasize the importance of sub-national diplomacy by supporting capacity-building and knowledge-exchange activities such as DAP-ISC.  By focusing on digital transformation and innovation in governance, the DAP-ISC program harnesses ROK leadership in technology for public service delivery and helps local government units translate these lessons into context with strategies that will empower communities and make cities more efficient, responsive and future-ready. PH EMBASSY EMPOWERS PERSONNEL THROUGH SURVIVAL BAKING CLASS FEATURING FILIPINO INGREDIENTS

16 October 2025 - The Philippine Embassy in Seoul, in cooperation with the Migrant Workers’ Office in Seoul, held a Survival Baking 101 course for its personnel and attached services as part of its Gender and Development (GAD) initiatives on 16 October 2025. The project is a personal initiative of Ambassador-designate Bernadette Therese C. Fernandez to encourage the development of practical life skills and to support the GAD agenda by challenging gender roles and providing visibility to underrepresented talents in the baking industry. The course was facilitated by Filipina baker Ms. Mayla Alcantara, who generously shared her time, knowledge, and baking expertise as the event’s resource person. During the event, Ambassador-designate Fernandez requested the active participation of all personnel regardless of gender, reinforcing the Embassy’s commitment to fostering gender equality and inclusivity in all its programs. “The participation of men in a skill traditionally associated with women, such as baking, challenges gender stereotypes and promotes shared responsibility in learning essential life skills,” the Ambassador-designate remarked. The session, hosted by Mr. Jay-ar Casabar, Post’s GAD Alternate Focal Officer, focused on building self-reliance through practical, skills-based learning in an inclusive environment. In line with efforts to promote Filipino culture and products, the course featured well-loved ingredients such as ube (purple yam), a staple in Filipino cuisine, and bananas, one of the Philippines’ top agricultural exports to South Korea. By incorporating these into the baking class, the initiative not only introduced practical culinary skills but also reinforced cultural identity and supported economic diplomacy through the soft promotion of Philippine products. Ambassador-designate Fernandez awarded Ms. Alcantara with a Certificate of Appreciation in sincere recognition of her valuable contribution and generosity in sharing her expertise during the class. The Survival Baking 101 course reflects the Embassy’s continuing commitment to the principles of GAD by empowering individuals with life-enhancing skills, while simultaneously celebrating Filipino heritage and supporting the broader promotion of Philippine exports in Korea. PHILIPPINE EMBASSY CONDUCTS CONSULAR OUTREACH SERVICE IN GIMHAE, REPUBLIC OF KOREA

18 October 2025, Gimhae, Republic of Korea. The Philippine Embassy in Seoul conducted a two-day consular outreach mission in Gimhae-si, Republic of Korea from 18 to 19 October 2025, led by Consul Flaureen D. Dacanay. The consular team provided a total of 176 consular and Assistance-to-Nationals services to members of the Filipino community, including e-passport applications, notarials, civil registration, and Embassy ID, among others.

LANDBANK OFFICIAL CALLS ON PH AMBASSADOR

15 October 2025 - Overseas Representative Officer Oliver F. Bautista of the Overseas Filipino Services Department of Landbank paid a courtesy visit to Ambassador-designate Bernadette Therese Fernandez on 15 October 2025.  Mr. Bautista discussed the current financial services offered by Landbank that Overseas Filipinos (OFs) in the Republic of Korea can avail of, including the GoBayani digital savings account, which the bank launched in 2024 and provides OFs access to the bank’s digital banking services and conveniently perform other transactions online such as sending funds to their relatives in the Philippines and digital payment of their bills.  OFs can fully open the GoBayani account with no initial deposit and maintaining balance via their smartphones.

PRESIDENT MARCOS HONORS FILIPINO KOREAN WAR VETERANS AT THE UNITED NATIONS MEMORIAL CEMETERY IN KOREA

Busan, Republic of Korea - H.E. Ferdinand R. Marcos Jr., President of the Republic of the Philippines, paid tribute to the valor and sacrifice of Filipino soldiers who served in the Korean War (1950–1953) during a solemn visit to the United Nations Memorial Cemetery in Korea (UNMCK) in Busan on 2 November 2025. President Marcos, accompanied by First Lady Louise Araneta-Marcos, was received by Ambassador SUH Jeong-in, Custodian of the UNMCK. Also in attendance were Secretary of Foreign Affairs Ma. Theresa P. Lazaro, Secretary of the Presidential Communications Office Dave O. Gomez, and Philippine Ambassador to the Republic of Korea Bernadette Therese C. Fernandez. Representing the Government of the Republic of Korea was Minister Kwon Oh-eul of the Ministry of Patriots and Veterans Affairs (MPVA). At the Philippine marker within the cemetery grounds, President Marcos laid a wreath and offered prayers in honor of the 7,420 Filipino soldiers who served under the Philippine Expeditionary Forces to Korea (PEFTOK). The President paid special tribute to the 116 Filipino servicemen who gave their lives in the line of duty, standing shoulder-to-shoulder with their Korean and United Nations comrades in defense of peace, freedom, and democracy. The President also visited the Wall of Remembrance, where he read the names of the fallen Filipino PEFTOK heroes, some of whom hailed from his own hometown, before bowing his head in silent reflection. In the UNMCK guest book, President Marcos wrote:“We honour the Filipino soldiers of PEFTOK who valiantly fought and died shoulder-to-shoulder with their Korean comrades for freedom and democracy. Let us honour their legacy with lives that hold these principles still true. Mabuhay!” Following the ceremony, President Marcos and the First Lady participated in a ceremonial tree-planting at the Garden of the Heads of State, symbolizing the enduring friendship between the Philippines and the Republic of Korea and the lasting peace and solidarity forged through shared sacrifice. The visit reaffirmed the Philippines’ enduring commitment to peace, democracy, and international solidarity. It also underscored the shared history and steadfast friendship between the Philippines and the Republic of Korea, forged in the crucible of war and strengthened by a common dedication to peace and prosperity. The Philippines was among the first countries to send troops to the Korean Peninsula in 1950, deploying five battalion combat teams under PEFTOK as part of the United Nations Command. The courage and sacrifice of the 7,420 Filipino soldiers remain a proud testament to the Philippines’ unwavering contribution to global peace and security. The United Nations Memorial Cemetery in Korea is the only UN-designated memorial cemetery in the world and serves as the final resting place for over 2,300 soldiers from 14 nations who fought under the UN Command during the Korean War. The Philippines’ participation and continuing remembrance reflect the depth of the two nations’ historical ties and their mutual commitment to the values of democracy and peace. END

PH AMBASSADOR CALLS ON JAPANESE AMBASSADOR IN SEOUL
